District 5 Councilmember Applauds City Staff for Making District 5 Budget Priority a Reality – City of San Antonio

SAN ANTONIO (August 5, 2022) — Yesterday City Council approved an ordinance adopting the FY 2023 Action Plan and Budget for four federal grant programs funded by the U.S. Department of Housing and Urban Development (HUD).
The four programs include the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) Program.
Regarding the adopted Action Plan, the District 5 Councilmember stated, “These grant dollars fund many different housing programs like housing rehab, new construction, housing education and empowerment, providing shelter and outreach, and helping special populations find housing,” The District 5 Councilmember continued, “We are extremely grateful for NHSD working closely with City Council and meeting with housing justice groups regarding housing rehab and other housing issues.”
The District 5 Councilmember additionally highlighted the refashioning of the HUD’s CDBG funding for neighborhood revitalization case managers, “The District 5 office would like to thank City staff for running up that hill and pushing for code case managers. We are pleased to see that we are finding innovative ways to make this happen, and we look forward to discussing what that role looks like. It looks like a new day for Code now that we are going to connect community with wrap around services.”
Providing wrap around services via Code case managers were original budget priority requests for the District 5 Office during initial FY 2022 City Budget deliberations last year and were one of the budget amendments related to housing and code related issues. This was a priority particularly due to the soaring number of citations occurring in the 78207 zip code. During the month of June 2022 alone there were 344 code violations within the area.
