California developer plans new apartments, retail near St. Mary’s Strip

The California-based developer behind other San Antonio mixed-used and hotel projects is leading yet another residential project that will transform a a portion of street between St. Mary’s Strip and Tobin Hill. Harris Bay, which has an office in San Antonio, is planning a 1,000-unit apartment complex with 70,000 square-feet of commercial space, according to the Express-News

The project will be built along West Josephine Street in the historic Tobin Hill neighborhood between popular nightlife spot, the St. Mary’s Strip, and the Pearl. It is just around the corner from honky-tonk joint The Lonesome Rose.

The project will consist of four buildings, including one next to the Nathaniel Hawthorne Academy at the corner of East Dewey Place and North St. Mary’s Street, and two on either side of Polk Street, according to rezoning request documents.

“You get the best of both worlds. We believe that particular location will continue to thrive given its density of walkable amenities,” Jake Harris, managing partner of Harris Bay, told the Express-News. 

He also told the Express-News that the size of the units haven’t been determined yet, but most will be rented. Harris will consider selling some of the units. He is looking for a grocery store to be one of the tenants in the commercial space but is also looking for restaurant tenants. 

Patrick Christensen, Harris Bay’s attorney for the rezoning request, says that the project now hinges on approval of rezoning 4.6 acres. He told the Express-News that there are plans to preserve the facades of the Texas Neon Advertising Co. building at 245 W. Josephine and the Art Deco building at 326 W. Josephine. City council is expected to take up the request early this year.
