SAN ANTONIO — A former Gillespie County sheriff’s deputy is behind bars, accused of abusing his position and engaging in sexual activity while on duty.
Edward Lee Holloway III was arrested after an investigation revealed he had multiple sexual encounters with a woman while working as a deputy, according to the Gillespie County Sheriff’s Office.
According to his arrest warrant, a woman came forward saying he raped her four times. A claim that the sheriff’s office says isn’t true.
“There was no force. There was no sexual assault. There was nothing in that sense,” Gillespie County Sheriff Chris Ayala said. “This was a consensual relationship.”
The arrest warrant outlines four incidents between Holloway and the woman that allegedly took place at an RV park in Fredericksburg. Gillespie County CID Lt. Greg Longenbaugh said he immediately referred the case to the Texas Rangers after receiving the complaint.
According to the warrant, Holloway met the woman in late July while responding to a call. She later told Texas Rangers that he groped her while she was handcuffed and claimed he raped her during later meetings arranged via text.
The investigator interviewed the woman and reviewed about 900 text messages, ultimately stating that the sexual encounters were consensual.
“We have a duty and we have a commitment to do the right thing while we are wearing our uniforms,” Ayala said. “And while we’re conducting our business as a deputy.”

The former Kerrville police officer was fired from the Gillespie County Sheriff’s Office before his arrest. He now faces three charges: misuse of official information, abuse of official capacity and tampering with evidence.
“He does not represent who we are as the Gillespie County Sheriff’s Office,” Ayala said.
Edward Lee Holloway III is currently being held at the Gillespie County Jail without bond.
