Interim councilmember calls for strategy shift to address homelessness in San Antonio

SAN ANTONIO — A San Antonio councilmember is pushing for a closer look at how the city is fighting homelessness.

District 2 Interim Councilmember Leo Castillo-Anguiano filed a request this week that could shift how resources are spent—just as the city prepares to invest $60 million into homelessness and affordable housing next year.

The city is already investing $60 million in next year’s budget for homelessness and affordable housing.

Interim Councilmember Leo Castillo-Anguiano wants data to see how the money can be best used to address homelessness in San Antonio.

The councilmember is also seeking two new programs for permanent solutions.

According to the Point-in-Time count, we’ve seen a 15% increase in homelessness in the last two years.

The CCR was approved by councilmembers Edward Mungia, Teri Castillo, Ric Galvan and Marina Aldrete-Gavito.

With the 2026 budget, $30 million will be invested to create new homeless services and strategy department.

It will focus on providing immediate help for anyone who’s homeless and work to create permanent solutions.

A promise under this new department is to clean up homeless encampments within 14 days of being reported.

In the last homeless census, the city made a goal of 1,300 cleanups.

Another $30 million will go to affordable housing, home repairs, rental assistance and help making down payments.

The city expects 13,100 affordable homes will be built, under construction or at least in the planning stage by the end of next year.

The next step in this process is getting staff recommendations at the next governance committee meeting.

At this time, no date has been set on the calendar.
