From towering flyovers to added HOV lanes, the massive north-side highway overhaul continues taking shape. Here’s what to expect and when it’ll be done.
SAN ANTONIO — The yearslong Loop 1604 North Expansion Project will hit another checkpoint Thursday when the third of eight planned flyovers at the Loop 1604/Interstate 10 interchange opens for business at 5 p.m.
At 128 feet, the flyover will be the tallest constructed so far in San Antonio, according to Texas transportation officials. All eight are expected to be open by the end of 2026.
Of course, that major interchange is just one component of the expansion project, a $1.4 billion effort to turn a 23-mile stretch of Loop 1604 on the north side into a 10-lane expressway featuring HOV lanes in both directions. It’s also creating more accessibility for bicyclists and pedestrians on highway frontage roads; adding direct connectors; and “replacing the signlalized frontage road intersections with a continuous flow configuration.”
It’s resulted in near-weekly closures around parts of north San Antonio, but TxDOT says that – once completed – travel times will decrease by as much as 90 minutes.
The project began in summer 2021 and is being undertaken in six segments, five of which are currently in progress—although completion timelines have shifted somewhat since the project began.

Segment 1
This segment stretches from State Highway 16 to Interstate 10 and is scheduled to be done this year.


Segment 2
This segment is centered on the Loop 1604/I-10 interchange and is scheduled to be done by 2027, with half of the four new flyovers opening this year. All flyovers are expected to open up by the end of 2026.
At an estimated $463 million, it’s the priciest part of the whole project.


Segment 3
This segment stretches from Interstate 10 to Highway 281 and is scheduled to be done by spring 2026.


Segment 4
This segment stretches from Highway 281 to Redland Road and is scheduled to be done by 2027.


Segment 5
This segment stretches from Redland Road to Judson Road and is scheduled to be done by 2028.
Segment 6
This segment stretches from Judson to I-35 and is scheduled to start later this year, with a completion date by 2028.
