San Antonio council woman’s proposed affordable housing plan targets middle-income support

District 1 Councilwoman Dr. Sukh Kaur says her plan intends to help working class families.

SAN ANTONIO — District 1 Councilwoman Dr. Sukh Kaur is proposing a plan to increase affordable middle housing inside the city.

This includes homes like duplexes to fill the gap between apartments and single-family homes.

Recent data reveals nearly half of the renters in San Antonio in 2025 must spend more than 30% of their monthly income on housing.

Dr. Kaur says her plan intends to help working class families.

She says middle housing is limited in the city because of issues such as rising developing costs, financing gaps, zoning hurdles and neighborhood resistance.

That’s left a critical gap in our housing market. To fix this, her CCR would create a funding program for developers to work with the city to build and upgrade multi-family housing units.

Preference would be given to sites within Loop 410 and the homes would have price caps to stay affordable.

The city would provide developers with designs to build with and help find land in the city for new homes.

They would also provide fee waivers, grant funding and potentially a mentorship program for new developers.

Council districts 2, 4, 5 and 6 have already supported Dr. Kaur’s plan.

The CCR is expected to be added to the governance committee agenda as soon as possible.
