
Since 2015, 31-year-old Kenneth O’Brien Hiner has been arrested three times for failure to comply with sex offender registration requirements.
KYLE, Texas — A man who was on the Texas 10 Most Wanted Sex Offender list was captured by state troopers in Hays County on Friday.
According to the Texas Department of Public Safety (DPS), investigators found 31-year-old Kenneth O’Brien Hiner at a residence in Kyle on March 27.
In 2013, he was arrested by the Naval Criminal Investigative Service for sexual assault. He was found guilty, served nine months in detention and was discharged from the military.
Since 2015, he’s been arrested three times for failure to comply with sex offender registration requirements. Hiner has been wanted since January 2026 out of Nueces County for the same failure to comply.
Hiner’s arrest was not from tip information received through Texas Crime Stoppers, so no reward will be paid, DPS said.
