Wife of ringleader in alleged ‘illegal construction equipment enterprise’ targeting job sites across Bexar County has been arrested

The woman arrested was identified as the wife of the alleged ringleader who was taken into custody just weeks ago as part of BCSO’s ongoing investigation.

BEXAR COUNTY, Texas — The Bexar County Sheriff’s Office has arrested a third suspect in an alleged construction material theft and resale operation targeting job sites across the county.

On Wednesday, investigators took 31-year-old Mercy Dubon into custody after BCSO identified her as the wife of the alleged ringleader, Rodrin Alexis Garcia Rivera.

The arrest follows a March investigation that began when deputies conducted surveillance at a residence tied to Garcia Rivera. On March 24, 2026, investigators said they observed him transporting equipment to a storage unit and engaging in a cash transaction with another suspect, Pedro Lozano Moreno, 68, involving copper wire.

Search warrants executed at the residence and storage unit led to the recovery of a large amount of stolen property, including about 6,200 circuit breakers valued at $420,000 and 837 bundles of Romex copper wiring valued at $143,000, according to the sheriff’s office. Deputies also seized three vehicles: a 2016 Toyota, a 2016 Ford F-250 and a 2022 GMC Sierra.

During an interview, investigators said Dubon admitted to managing communications for the operation, including setting prices and coordinating drop-off locations for stolen materials. Authorities said she also used bank accounts to facilitate financial transactions tied to the scheme and acknowledged involvement in reselling stolen electrical equipment.

According to investigators, individuals were recruited to work at new home construction sites and apartment complexes, where they allegedly stole copper wire and electrical components and then sold the materials to Garcia Rivera.

Garcia Rivera is charged with engaging in organized criminal activity and theft between $30,000 and $150,000. Dubon faces the same charges.

Moreno is charged with engaging in organized criminal activity and theft between $750 and $2,500.

The investigation remains ongoing as authorities said additional suspects have been identified and more charges are expected.
